Morocco’s pouch standard became binding on 21 February 2026

In Morocco a norme is voluntary until a ministerial order says otherwise — so the first question about NM 08.8.130 was not what it says but whether it binds at all. It does, and customs is where you meet it.

Morocco published its first standard for smoke-free products in 2025, and trade coverage treated it as law from the day it appeared. That skipped a step that matters: in the Moroccan system a norme marocaine is voluntary until an arrêté renders it of obligatory application. Plenty of NM standards never get one.

This one did

Arrêté n° 1701-25 du 03/07/2025, published in Bulletin Officiel n° 7432 du 21/08/2025, renders NM 08.8.130 “Sachets de nicotine : Exigences et méthodes d’essai” of obligatory application six months after publication — that is, from 21 February 2026. The same arrêté covers NM 08.8.200 (muassel tobacco) and NM 08.8.250/251/252 (electronic cigarettes, e-liquids and emissions).

Where you actually meet it: the border

You do not need the standard to know how it is enforced. Circulaire n° 6724/311 du 17 février 2026 of the Administration des Douanes is public, names the arrêté and the Bulletin Officiel issue, and sets out the consequence:

It names the arrêté and the Bulletin Officiel issue, puts the listed goods under conformity control against the standard, and makes release of the goods conditional on the control result. In practice a shipment does not clear while the conformity question is open. This is an entry-pathway matter rather than something you print — but it is the step that decides whether the pack ever reaches a shelf.

What we can and cannot tell you about the content

IMANOR sells NM 08.8.130 rather than publishing it. So the exact warning wording, the nicotine limit, the prescribed element list, the type sizes and the placement rules are not readable from any free source, and we do not reproduce the figures that circulate in trade guidance as though they were the standard.

What is firm: labelling in French and Arabic, a Moroccan importer or distributor named on the pack, and — separately from the standard — a fiscal-marking obligation extended to non-tobacco nicotine substitutes from January 2026, which means the artwork has to reserve space for a stamp.

The tariff line and customs route, the mandatory on-pack element list and the fiscal-mark requirements are in the Morocco market spec.

Our checker treats every Moroccan element as something to verify, never as a defect, precisely because the text is unread. A compliance tool that fails your label against a document nobody has opened is worse than one that tells you where the uncertainty is.
