Denmark's 2026 nicotine-pouch rules: 9 mg cap, flavours, tax

Denmark now allows only tobacco and menthol pouches, caps nicotine at 9 mg per pouch, and taxes them like cigarettes — with a further excise rise expected in Q4 2026.

Denmark's tightened nicotine-pouch regime reached full enforcement on 1 April 2026. Three things changed at once, and all three touch the label and the launch plan.

The tax on top

Pouches are taxed at the cigarette rate (excise DKK 0.10 per mg nicotine since June 2024, plus 25% VAT). A 132% excise extension is planned for Q4 2026, expected to push retail prices to around €11–13 per can. That is a pricing decision as much as a compliance one.

A Danish label needs the verbatim Danish addictive-nicotine warning across 30% of front and back, plain-pack colour, a declared strength at or under 9 mg/pouch, and a flavour descriptor limited to tobacco or menthol. Run your artwork through a pre-check before you commit to print.
